NOTIFIED BODIES

Notified Bodies
 

Approved by the member state (DTI in the U.K.) for certain specified tasks under the PPE Directive, and their approval notified to Brussels. Brussels issue each Notified Body with a number (INSPEC Certification's number is 0194). Notified Bodies are responsible for administering applications for certification in line with Article 10: Type Examination, Article 11A: Control of the Final product or Article 11B: Quality System Approval.

Notified Bodies can either be certification bodies such as INSPEC Certification Ltd or independent accredited test houses....... Notified Bodies have no statutory powers.

DEPARTMENT OF TRADE AND INDUSTRY (DTI):
The U.K. Government department responsible for transposing the PPE Directive into UK law, approving organisations for the certification procedures and maintaining the government's input into associated discussions, amendments, etc.

All member states will have their own equivalent Government Department, e.g. in France it is the Ministry of Labour.

NATIONAL STANDARDS ORGANISATIONS:
Responsible for each country's input into the European standards' making process, through membership of CEN, from the initial early drafting stages right through to the publication of harmonised standards as national standards. Examples are AFNOR (France) - NF ENs; DIN (Germany) - DIN ENs and BSI (United Kingdom) - BS ENs.

EUROPEAN COMMISSION:
Responsible for writing the Directive following consultation and obtaining approval from the Council of Ministers. Responsibility maintained for interpretations, associated papers (eg. categorisation) and amendments.

CEN:
The organisation responsible for producing harmonised European standards (ENs) which support the PPE Directive. If a product satisfies an EN, a presumption of conformity with the Basic Health and Safety Requirements of the Directive is allowed.
